PLANNING STAFF REPORT TO
CABARRUS CO. BOARD OF COMMISSIONERS
Monday, July 13, 1998

Use 0 nl.~:

D~aied:

Staff Recommendation:

It is therefore the recommendation of planning staff that the preliminary plat
for Highland Creek subdivision be DENIED until such time that school
facilities are adequate to serve the expected number of students generated by
this proposed development.

This recommendation is based on the fact the school system cannot
adequately handle the additional students even with the redistricting plans
(See Exhibits 2 and 3 pertaining to the school district's comments and
school enrollment/capacity chart).

PZC Recommendation:

On Thursday, May 21, 1998, the Cabarrus County Planning and Zoning
Commission voted 9-0 to DENY petition C98-06 (S) until such time that
school facilities are adequate to serve the expected number 'of students
generated by the proposed development.

The primary reason for denial stated by the PZC is as follows:
1. The proposed development does not meet the adequate public
facilities provision of the Cabarrus County Subdivision Ordinance (Section
66-81). Specifically, the Cabarrus County School District does not have
adequate facilities at this time to serve the estimated number of students
who would be generated by the proposed development.

Higlft;md C2reek
