Day, Deputy County Manage <br />Date: November 3, 1998 <br />Re: Educational "l-Net" <br /> <br />The cable television franchise agreement with Time Warner Cable provides for <br />the construction of a fiber optic cable institutional network connecting the local <br />high schools, Rowan-Cabarrus Community College and UNCC. Time Warner <br />had agreed to construct this network for $162,500, payable in five annual <br />interest-free installments of $32,500. The market value of such a network is <br />approximately $3 million. <br /> <br />If constructed, this network will be used for several purposes, including distance <br />learning, the development of a wide area computer network, internet access and <br />enhancement of telecommunications. <br /> <br />Attached is a more thorough description of the "l-Net" prepared by Kitty Rodgers <br />and Guy Hutchins of the Cabarrus County School System. They will make a <br />presentation at the November 16th Board of Commissioners meeting. <br /> <br />The franchise agreement requires that Time Warner must receive a written notice <br />to proceed before the end of the year if we are to proceed with this project at the <br />cost described above. <br /> <br />I urge you to consider approving this very cost effective project.
