660 Highway 29 North
PO Box 388
Concord, NC 28026.0388

· Cabarrus
A Zounty Schools

704.786.6191
704.786.6141 fax
704.375.0596 Charlotte

October 30, 1998

Mr. Frank W. Clifton, County Manager
Cabarrus County
65 Church Street
Concord, North Carolina 28025

Dear Mr. Clifton,

At its October 12, 1998, meeting, the Cabarrus County Board of Education
reviewed the educational components of the Franchise Agreement between Cabarms
County and Time Warner, which became effective January 1, 1998. Cabarrus County
Schools' proposed plan to establish wide area communications across our educational
community is dependent upon the provision of the Franchise Agreement, which calls for
the establishment of a regional educational institutional network (INET).

The Board of Education approved our request to seek assistance from the
Cabarrus County Commissioners, as provided for in the Franchise Agreement, to connect
the existing Time Warner fiber optic network system to each of the county's high
schools, the CCS Technology Center, and the CCS Administrative Building. The
establishment of the INET is dependent upon the completion of these connections

We are excited about the increased learning opportunities and resources the INET
will bring to the students of Cabarrus County. Additionally, the INET will support
expanded professional communications, and will provide an easily accessible information
source about our educational system for parents. We look tbrward to the presentation of
our INET implementation plan to the Commissioners, and hope that we can be placed on
the agenda for the November Commissioners' Meeting.

Thank you for your support and for your assistance in this endeavor.

Sincerely,

Dr. Harold E. Winkler, Jr.
Superintendent

An Equal
Opportunity Employer
