DRA 'T <br /> <br /> On behalf of the Board, Commissioner Carpenter presented Certificates <br />and County emblems to those 4-H'ers present for the meeting. <br /> <br />Introduction of Guests <br /> <br /> Chairman Casper recognized the following officials who were present for <br />the meeting: Kannapolis Mayor Ray Moss, menPDers of the Kannapolis City <br />Council, Kannapolis City Manager David Hales, Sheriff Robert Canaday and <br />other Law Enforcement Officers, District Court Judge Donna H. Johnson and <br />Park and Recreation Commission Chair~n Mike Phillips. <br /> <br />Successful ~omDletion of the County Employee 1998 United Way Camuaian <br /> <br /> Mr. Don Moorhead, Human Resources Director, recognized Ms. Tara Allman, <br />Social Services Employee who served as Chairperson for the Cabarrus County <br />Employee United Way Campaign. The employee contributions increased by 51 <br />percent from $15,537.00 in 1997 to $29,457.00 in 1998. The employees of the <br />Department of Social Services more than tripled their contribution from 1997. <br /> <br />CONSENT AGENDA <br /> <br />Social Services - Budget Amendment for Work First Transportation Grant <br /> <br /> UPON MOTION of Co~nissioner Carpenter, seconded by Commissioner <br />Earnhart and unanimously carried, the Board approved the following budget <br />amendment. <br /> BUDGET REVISION/AMENDMENT REQUEST <br /> <br />DEPARTMENT OF SOCIAL SERVICES <br />~40UNT: $14,000.00 <br />TYPE OF ADJI/STMENT: Supplemental Request <br />PURPOSE OF REQUEST: ~Re-budgets" to FY99 budget, Work First Transportation <br />grant originally budgeted to FY98, but received too late in FY98 to be used. <br /> <br /> Present Approved <br />Account No. Budget <br />00195660 9472 70,000.00 <br /> Transportation Services <br />00161710 6901 7,726,391.21 <br /> Fund Balance Appropriation <br /> <br /> Revised <br />Increase p~crease ~udaet <br />14,000.00 84,000.00 <br /> <br />14,000.00 7,740,391.21 <br /> <br />Resolution in SUDDOrt Of the Proposed State Bond Issues for Water, Sewer and <br />Natural Gas <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Barnhart <br />and unanimously carried, the Board adopted the following Resolution. <br /> <br /> Resolution No. 1998-37 <br /> Resolution <br /> In Support of the Proposed State Bond Issues for <br /> Water, Sewer and Natural Gas <br /> <br /> WHEREAS, the North Carolina General Assembly in its 1998 session <br />ratified Senate Bill 1354, the Clean Water and Natural Gas Critical Needs <br />Bond Act of 1998. Governor James B. Hunt, Jr., signed the bill into law and <br />pledged his active support; <br /> WMER~S, SB1354 provides $800 million in loans and grants for much <br />needed water and wastewater capital projects; <br /> WHEREAS, SB1354 provides $200 million to extend natural gas service <br />into underserved areas of the state; <br /> WHEREAS, a recent study has identified more than $11 billion in water <br />and sewer capital needs, and the bonds are a critical step in meeting these <br />long-range infrastructure needs; <br /> WHEREAS, the water and sewer bonds will assist local governments in all <br />areas of the state to protect the quality of our surface and drinking waters <br />and to promote sound economic development; <br /> WHEREAS, the water, sewer and natural gas bonds will facilitate smart <br />growth and result in more jobs for North Carolinians; and <br /> WHEREAS, the bond issues will help move North Carolina forward; <br /> NOW, THEREFORE, Bm IT RESOLVED that the Cabarrus County Board Of <br />Commissioners strongly supports the bond issues proposed by SB1354 for wager, <br />sewer and natural gas and encourages citizens to vote in favor of these bond <br />issues at the polls on November 3. <br /> Adopted this 19ch day of October 1998. <br /> <br /> <br />
