Funding for Lead Regional Organizations <br />Support an increase in state appropriations that, with the approval of member local governments, <br />will be used by the Lead Regional Organizations to promote community and economic <br />development in counties and municipalities. <br /> <br />Resource Conservation and Development Councils <br />Support legislation to provide each of the state's nine Resource Conservation and Development <br />Councils a $50,000 appropriation as leverage £or grants - totaling $500,000, which will be <br />allocated by each county in the regional council. <br /> <br />No Wake Zones, Notice to Property Owners <br />Support legislation to amend G.S. 75A-15 to require notice to affected property owners ~vhen the <br />Wildlife Resources Commission adopts rules pertaining to operation of vehicles on lakes and <br />waterways of the state. The notice provision should be similar to that required of counties with <br />respect to zoning regulations and changes, described in G.S. 153A-343. <br /> <br />Institute of Government Technology Project <br />Support legislation to appropriate recurring funds to establish a local government information <br />technology program at the Institute of Government. <br /> <br />Map Review and Plat Size Requirements <br />Support legislation to amend G.S. 47-30 to require a minimum ½ inch border on all sides of plats <br />being recorded and to remove from the responsibilities of county Map Review Officers the <br />requirement that the officers assure that maps attached to deeds include original surveyors' <br />signatures and seals, that the maps be certified copies of maps, or that they contain the statement <br />"This map is not a certified survey and no reliance may be placed on its accuracy." <br /> <br />Board of Commissioner Minutes <br />Support legislation to eliminate the requirement of county governments to record minor tax <br />releases and refunds in the minutes of meetings when minor releases and refunds are reported to <br />a Board of County Commissioners; provided that reference to the releases and refunds shall be <br />recorded in the minutes and that the actual record of releases and refunds shall be maintained by <br />the county for a period of five years. <br /> <br />i:\shared\j im\legislativegoals 1999-2.doc <br /> <br />4 <br /> <br /> <br />
