Day, Deputy County Manager <br />Date: December 15, 1998 <br />Re: Purchase of Computer Software and Equipment <br /> <br />At your meeting of September 21, 1998 a budget amendment was approved <br />appropriating $253,000 to be received from the City of Concord for certain <br />improvements to the Concord branch library. These improvements are included <br />in the agreement between the City of Concord and Cabarrus County providing for <br />the assimilation of the Concord branch library into the county library system (see <br />attached excerpt). <br /> <br />I am requesting approval of the attached purchase contract in the amount of <br />$151,645 with Dynix Ameritech Library Services to upgrade the library computer <br />system and move it from the City of Concord's primary server pursuant to item <br />6.e. of the library agreement. <br /> <br />Purchasing from established contracts (piggybacking) is authorized by NC.G.S. <br />143-129, with governing board approval. This statute stipulates that the prices <br />either remain the same or benefit the governmental unit with lower pricing. <br />According to an analysis by the Cabarrus County purchasing agent, Durham <br />County received a discount of approximately 20%, while Cabarrus County will <br />realize a discount of nearly 27%. <br /> <br />Please contact me if you desire additional information or have any questions. <br /> <br /> Office of the County Manager <br /> <br />P.
