construction of a new branch to be located as stated in Item 1. If the property is ever offered for sale by the COUN'FY, the CITY will have first [fight of refusal. Any savings realized by the CI3'Y' resulting from the merger of the Charles A. Cannon Memorfal Library into the COUNTY library system will be discretionary funds for the CITY to be used for any projects as designated by the Concord City Council and such funds will not be used for paying wages of CITY employees. That in assuming ownership of the building, the COUNTY requests~that the following projects be funded by the CITY: Expansion of the Local History Room by removing walls to an adjacent work area. Work includes removal of two existing walls, elimination of two existing door ways, repair of ceiling tile grid and replacement of ceiling tiles as necessary; addition of power outlets to supply adequate power to various machinery; modification to mechanical systems as necessa~/; recarpeting and repainting of Local History Room including expanded area. Recarpeting of specific areas of the Library including the auditorium, lounge, rear hallway on the second floor, the technical services work area, the conference room, and the Library Director's office. Repainting the following areas: Au~litorium, branch services work area and specific areas of the Children's Room. Replacement af specific items of furniture: Including four benches in the second floor gallery area; sofa and two chairs in the Director's office. Purchase 30 side chairs to replace worn out side chairs in public service areas and 130 chairs to replace seating in the auditorium. Installation of a computer system in the Library to support library computer operations including access to library cataloging, circulation and collection access software; install high-speed communication Iinks from this system to all library branches; install communications equipment at all branches to allow optimum use of both the software and communications links; provide equipment and software to provide economical, system-wide public intemet access; create a library home page to provide information about the Library and Library services through the Internet. All systems should be expandable to support current and future branches. M~ke changes to the Library parking lot as shown on Attachment Install a gas-fired boiler to provide adequate heating for Library HVAC system. That upon consolidation, the COUNTY will become the primary funding agent for all un/ts of the Library system including the Cha~tes A, Cannon Memodal Library in Concord, The COUNTY will fund the personnel and operational budget as approved by the Concord C/ty Council for the fiscal year in which consolidation occurs excluding Item 6 listed above. Capital projects recommended to and approved by the CITY shall be reviewed by the COUNTY prior to consolidation. Capital projects that are critical to the delivery of library services should strongly be considered for approval, but may be modified based upon the considerations unique to thb COUNTY. All funds returned to the COUNTY through State Aid will be routed to the COUNTY Finance Department. 2
