FY 1998-99
Work First Transitional/Employment
Transportation Assistance

In FY 1998-99, the NCDOT/PTD seeks to provide $1 million formula-based allocation operating
assistance for transitional Work First and general public employment transportation to all North
Carolina counties for the period of July 1, 1998, through September 30, 1999. The operating
assistance will be offered through the following methodology.

Distribution Methodology:

$1 million in operating assistance will be provided through a formula allocation. The
formula includes a base allocation of $100,000 equally distributed, $450,000 allocated by
the population of each county compared to the total state population (not to include the
urban population for counties with urbanized areas within their boundaries) and the
remaining $450,000 is allocated by the number of Work First families in each county
compared to the total amount of state Work First families as of September 1, 1998. See the
attached table.

Eligible Recipients:

All one hundred (100) North Carolina counties will be eligible to receive a formula-based
allocation. Funds will be disbursed only to the coun _ty finance officer. Funding will be
provided with one hundred pement (100%) state funds and no local match. The County
Manager, Depa,ia,ent of Social Services, and the Community Transportation System will
jointly determine the appropriate local entity(s) designated to receive a sub-allocation of
funds from the county. In addition, each county's board of commissionem is requested to
authorize the local entity(s) designated to receive the operating allocation for transitional
Work First and general public employment transportation (i.e. the Community
Transportation System and/or County Depmhnent of Social Services).

11/12/98 - 9:33 AM
