Employment Transportation Assistance, Page 2 <br /> <br />Eligible Costs: <br /> <br /> Operating expenses associated with transitional Work First or general public employment <br /> related transportation. Examples of operating expenses are driver wages/fringe benefits, <br /> fuel, vehicle insurance, and vehicle maintenance or repair. No administrative expenses will <br /> be eligible through this assistance. <br />· Innovative transitional Work First or general public employment transportation services <br /> through deviated fixed route, demand response, vanpool, carpool, volunteer reimbursement, <br /> and other services. <br />· To meet transitional Work First transportation needs for program participants following <br /> termination of cash assistance. <br />· Automobile purchases or down payments will NOT be considered as eligible expenses. <br />· To assist low-income individuals, not receiving cash assistance, to meet employment-related. ' <br /> transportation needs. <br /> <br />Period of Performance: <br /> <br />· July 1, 1998- September 30, 1999 <br />· Proposals for service(s) are due to the NCDOT/PTD by December 18~ 1998. If the county <br /> currently has a proposal on file with the division, ONLY amendments to the existing <br /> proposals are necessary. If there are no amendments, please refer to as such in the cover <br /> letter. <br />· Funds will be provided directly to county administration for local disbursement by <br /> January 15, 1999. <br />· If the county depleted its FY98 allocation prior to the period of performance conclusion date <br /> (December 31, 1998), then FY99 expenses incurred after July 1, 1998, are eligible for <br /> reimbursement. <br />· After the disbursement of funds has occurred, if amendments to the proposal are necessary, <br /> communicate in writing the proposed amendments to the county's proposal to the <br /> NCDOT/PTD. <br />· FY1999-2000 programmatic information should be made available in the spring of 1999. <br /> Each county should plan to continue services into FY2000, unless changes in the service(s) <br /> provided are necessary. Reference the formula allocation amount made available in FY99 <br /> for budgeting purposes in FY2000. <br />· Any remaining unexpended funds and interest accrued on the disbursement at the end of the <br /> period of performance (September 30, 1999) must be returned to the NCDOT/PTD. The <br /> depas:h~ent will base the amount of unexpended funds and interest accrued on the <br /> information submitted on the reporting forms. <br />· This will be the last year for the period of performance conclusion to lapse into a new state <br /> fiscal year (September 30, 1999).
