This is being proposed to:

· reduce the risk of injury and death to employees and the
general public,

· facilitate high employee performance levels,

· reduce liability exposure, and

· maintain citizen confidence.

The current pre-employment drug testing policy has been in place over four
years and screened out more than twenty applicants for positive drug tests.
With the increased availability of drugs in our nation it would be prudent to
expand our program by testing employees:

working in safety sensitive positions (paramedics, law
enforcement officers, those regularly driving vehicles in the
performance of duties, etc.),

· applying for safety sensitive positions,

Human Resources Department

P.
