D AFT <br /> WHEREAS, the regular meetings of the Cabarrus County Board of <br />Commissioners are currently held on the third Monday of each month at 6:30 <br />P.M. in the Commissioners' Meeting Room at the Governmental Center; and <br /> WHEREAS, the Martin Luther King, Jr. holiday and the National <br />Association of Counties Annual Conference require a change in the regular <br />meeting dates in January and July, 1999, respectively. <br /> NOW, THEREFORE, BE IT RESOLVED, the Cabarrus County Board of <br />Commissioners, pursuant to North Carolina General Statute 153A-40(a), does <br />hereby reconfirm its regular meeting schedule to meet on the third Monday of <br />each month at 6:30 P.M. in the Commissioners' Meeting Room at the <br />Governmental Center with the exception of the January 1999 meeting which will <br />be held at 6:30 F.M. on January 19, 1999, and the July 1999 meeting which <br />will be held at 6:30 P.M. on July 12, 1999. <br /> BE IT FURTHER RESOLVED that the regular meeting dates of the Cabarrus <br />County Board of Coramissioners for the calendar year 1999 are as follows: <br /> January 19, 1999 {Tuesday) <br /> February 15, 1999 <br /> March 15, 1999 <br /> April 19, 1999 <br /> May 17, 1999 <br /> June 21, 1999 <br /> July 12, 1999 <br /> August 16, 1999 <br /> September 20, 1999 <br /> October 18, 1999 <br /> Nove~ber 15, 1999 <br /> December 20, 1999 <br /> BE IT FURTHER RESOLVED that any recessed, special or emergency meeting <br />will be held as needed with proper notice as required by North Carolina <br />General Statute 153A-40. <br /> Adopted this the 7th day of December, 1998. <br /> <br /> /s/ Jeffrey L. Bonds, Clerk to the Board <br /> <br /> Commissioner Fennel asked that the Board look at having an informal <br />information session on the first Monday of each month. The Board discussed <br />the possibility of having such a session on a trial basis in February and <br />March, but took no formal action. <br /> <br />Plannin~ Retreat <br /> <br /> Chairman Barnhart proposed that the Board schedule a retreat in early <br />1999. He asked that this item be listed on the agenda for the December 21"~ <br />meeting with the date and time for the retreat to be set at that time. <br /> <br />Discussion of Economic Incentive Proara~ <br /> <br /> Chairman Barnhart introduced discussion of the economic incentive <br />programs, including industrial development, commercial/retail and hotel/motel <br />development. He reported the Concord City Council is considering changes and <br />probable suspension at its meeting later this week. He suggested that the <br />County consider suspending the incentive programs until the issue can be <br />discussed at the Board's retreat. <br /> <br /> There was lengthy discussion regarding the incentives, including such <br />issues as the success of the programs, the continued need for incentives, the <br />possibility of recurring capital costs by industries in replacing equipment; <br />the impact of suspending the programs and the work of the Economic <br />Development Corporation. Board members generally agreed on the suspension of <br />the commercial/retail incentive program; however, there were concerns about <br />the ramifications of suspending the industrial program. <br /> <br /> Commissioner Privette made a motion, seconded by Commissioner Fennel, <br />to eliminate the commercial/retail incentive program as of tonight and to <br />suspend the industrial incentives until the Board makes a thorough study of <br />the program. <br /> <br /> UPON SUBSTITUTE MOTION of Commissioner Carpenter, seconded by <br />Commissioner Privette with Commissioners Carpenter, Privette and Casper and <br />Chairman Harnhart voting for and Co~missioner Fennel voting against, the <br />Board moved to suspend the commercial/retail incentive p~ogram, including the <br /> <br /> <br />
