Clifton, Jr., County Manag,~/~ ~-~ <br />RE: Kannapolis School Request ~~ <br /> <br />Attached is an item deferred from the last Board of Commissioners' meeting. To assist the Board <br />in its further review of this issue, the following comments are offered: <br /> <br />(1) <br /> <br />(2) <br /> <br />The future of the development around Lake Concord is anything but certain. I do believe that <br />it is in everyone's best interest that regardless of the outcome of the current efforts, <br />development around the Lake Concord property be pursued. <br /> <br />The proposed location of the Kannapolis site is not inconsistent with real estate development <br />opportunities around Lake Concord. <br /> <br />(3) <br /> <br />Financial consideration in transferring the land to the Kannapolis School District should be <br />resolved. If compensation to the County for the property is appropriate, it can be accounted <br />for through deferred payment as a reduction in the annual capital allocations made to the <br />school system through the County's budget process. It could also be an authorized use of the <br />County bond proceeds as allocated to the Kannapolis school system. <br /> <br />(4) <br /> <br />Property valuations can be determined through a formal appraisal or by agreement. The <br />developers proposal included an offer of $10,000/acre, rough grading of a 5 acre tract for the <br />school building ($50,000 value), $500,000 donation for recreational purposes, and the <br />purchase of 30+/- acres ($300,000+/-) of additional property to be donated to the County. <br />Discounting the grading activity, the total compensation for the County's estimated 200+/- <br />acres would have totaled $2,800,000 or $14,000/acre. <br /> <br />(5) <br /> <br />(6) <br /> <br />I would place the value of the school system's request at between $250,000 and $350,000. <br />An agreed valuation is to be resolved between the parties. <br /> <br />I assume that the site selected by the Kannapolis School system is consistent with the best <br />interest of educational needs of Cabarrus County as a total. <br /> <br />(7) <br /> <br />Finally, the concept of a school-park consolidation project has been pursued by the school <br />system's architect. It may be appropriate that the County participate in a limited way in the <br />added cost of the proposed school's gymnasium facility.
