February 13, 1997

MEMORANDUM

TO: Board of Commissioners
FROM: Frank W. Cliiton, Jr., County Managef~~
RE: Staffing Increase - Development Services

Our successfulness in industrial development has created increased demand for inspection services
and plan review. As an example, the Coming project will require the use of almost a full time on-site
inspector during the 18+ month construction period. Plans to be reviewed for the project exceed a
thousand individual sheets.

Residential construction also continues to increase, creating added staffing demands.

The good news is that project and inspection fees also increase substantially to offset the staffing
costs.

We have evaluated the concept of contracting some of these activities to private sector finns, but
have not found resources substantial enough to assume the added demand on a consistent and most
importantly a timely basis. We are committed to being responsive to the needs of the local building
industry and industrial construction activity in support of economic growth.

Your approval of this request would be appreciated.

We will discuss this issue in greater detail during the Board's retreat set for February 19.

FWC/sb

Office of the County Manager

P, O.
