Memo

To:

From:

Frank Clifton, Coupty Manager

Mike Downs, Development Services Director

Date: January 29, 1997

Ref:

Coming, Inc. / Additional Personnel Required

On November 22, 1996 our office hosted a meeting for the principles of the Coming
Project to meet our staff. Present at the meeting were Mr. Tom Nettleman and Jerry
Orazen from Coming Incorporated, several representatives of Raytheon Engineers &
Constructors who will be the General Contractor for the project, and representatives of
our staffwhich included myself, Norris James, Roger Smith, Bryan Bun'is, and Kenny
McCombs. The purpose of the meeting was to provide an opportunity for everyone to
introduce themselves and to answer any questions concerning the proposed Coming
Project. Mr. Nettleman began the discussion with a brief overview of the complete
development project including building types, sizes, approximate locations, and the
proposed time line of the construction process. Afterwards a lengthy question and answer
period took place which allowed everyone to become more familiar with what Coming
Incorporated, Raytheon Constructors, and our department expected of each other.
Attached you will find a brief description of what Mr. Nettleman presented. After reading
through that description you can imagine what kind of demand that will put on our
department.

On January 17th and 18th, myself and the four lead inspectors went to the Corning,
Incorporated plant in Wilmington to see first hand what we were going to experience
during the construction of their new facility in Cabarrus County. While we were there, we
met with representatives of Corning, Raytheon Engineers and Constructors, and several
inspectors from New Hanover County. These meetings proved to be very beneficial in
that we were able to tour the plant which will duplicated in Cabarrus County, review the
preliminary plans for the new facility, and also get an idea of the time required to handle
this type of project from the local inspectors. The inspectors from New Hanover County
were assigned the Coming project from the beginning and remained with it throughout the
several phases. The building inspector was required to be present on a daily basis, while
the electrical and mechanical inspectors were needed once the building's foundation was in
place.

,n :3 :~,, Yr.: · ?r:'-,-:'.
