page -2- <br /> <br />Coming is planning to begin their preliminary buildings next month with the <br />manufacturing facility to follow shortly after. We are presently operating on a very tight <br />schedule. With the Coming project and the many others, both commercial and residential, <br />planned for next year; it is my opinion that we will need to look very carefully at the <br />possibility of hiring additional personnel. In order to meet the demands we will need to <br />add an additional building inspector as soon as possible and possibly another mechanical <br />inspector and an electrical inspector sometime during the next budget year. All three of <br />these trades are presently performing a high number of inspections and with the expected <br />increase in activity, both commercial and residential, it will be very difficult if not <br />impossible to keep up. <br /> <br />I have attached several charts which contain vital statistics concerning our department <br />over the last four years. In reviewing the data you will see that the activities of our office <br />have steadily increased over the past several years. Not only has the number of permits <br />increased but the value of these permits has increased as well. As a direct result of these <br />increases, our revenues have also increased each year. In response to the additional <br />inspections required, we have had to increase the numbers of inspectors in the field. <br />Although the number of inspectors has increased, the number of inspections per inspector <br />on a yearly basis has not decreased. Our inspectors are still performing over 2300 on site <br />inspections per year. With several large commercial/industrial projects on line for the <br />year and the continued residential and smaller commercial activity already taking place we <br />will need another building inspector as soon as possible, My intentions are to hire a new <br />inspector to assist with the residential inspections and to move one our of existing <br />inspectors to a position of plan review and commercial inspections only. This will enable <br />us to spend more time with the plan review process. At present, two of our inspectors are <br />having to work several hours of overtime each week to keep up. Our office has received <br />105 sets of building plans just in the last three months and with the projects planned for <br />this year it will only get worse. The Corning project alone is projected to have <br />approximately 3000 drawings for our office to review. In addition to the building <br />inspector's position we will be proposing in the '97-'98 budget to add another mechanical <br />and electrical inspector. These may not be needed immediately. We will be able to <br />forecast an approximate time for that need when we get into the "building season" and see <br />when the proposed projects for this year actually begin construction~ <br /> <br />With your approval, I would like to request the Board of Commissioners' approval of the <br />a~'~ditional bu'ilding inspector position at their February meeting. <br /> <br /> <br />
