ICASARRUSCOUN~t <br /> N~ST~ CASOtlN~ <br /> <br />March 24, 1997 <br /> <br />MEMORANDUM <br /> <br />TO: Fellow Full-Time County Employees <br /> <br />RE: Follow-Up to Personnel Policy Proposal Discussions (Retiree Health/Life Insurance, Early <br /> Retirement Incentives and Vacation Accumulation Schedule) <br /> <br />First, I want to thank those of you that provided feedback to Don Moorhead on these issues. He <br />summarized for me the many meetings with the various departments. He provided the many <br />suggestions submitted along with the other comments and concerns that were offered. Several <br />department heads have also offered input into the issues raised. <br /> <br />It is certain that an individual's current status had a lot to do with the perspective from which the <br />proposals were viewed. It is understood that no single approach to these issues would achieve <br />unanimous agreement. However, as I previously conveyed to you, "A primary limitation to the <br />consideration of any modification of employee benefits is that it must be not only beneficial to <br />employee morale, but it must also make financial sense to the County." <br /> <br />As the number of County employees grows, so do salaries and benefit costs. All County services are <br />directly impacted as a result of even modest increases in personnel associated expenses. <br /> <br />Along these lines the previous proposals outlined in my February 3, 1997 memorandum have been <br />modified to reflect your input and the long-term financial realities of any change in employee benefits. <br /> <br />Broadly, (because specific terminology for the ordinance to address these changes as well as <br />appropriate employee sign-offforms are yet to be developed) the proposal to be submitted to the <br />Board of County Commissioners for their consideration will reflect the following: <br /> <br />Participation in the benefit program changes being proposed will be voluntary for existing <br />employees at the time of implementation. <br /> <br />The proposed changes will be mandatory for new employees hired after the date of approval <br />by the Board of Commissioners. <br /> <br />3. Current part-time employees will not be impacted by any of the proposed changes. <br /> <br /> Office of the County Manager <br />P. O.
