April 15, 1997 <br /> <br />To: <br /> <br />Cabarrus County Board of Commissioners <br />Cabarms County Manager <br />Cabarms County Deputy Manager of Operations <br /> <br />From: <br /> <br />Mr. Steve Little, Director <br />Cabarrus County Parks, Recreation and Property Maintenance Department <br /> <br />Subject: <br /> <br />Expansion requests for new recreational projects on the Matching Incentive <br />Grants Programs <br /> <br />On January 23, 1997, the Cabarrus County Parks and Recreation Commission reviewed <br />two expansion requests for new recreational projects in the Matching Incentive Grants Program. <br />On October 21, 1996, the Cabarrus County Board of Commissioners approved ten Matching <br />Incentive Grant projects for FY 1996-97. Because only half of these awards were for new <br />facilities, the Cabarrus County Board of Commissioners requested for the Cabarrus County Parks <br />and Recreation Commission to seek organizations wanting to construct new active facilities in <br />Cabarrus County. On November 5, 1996, letters were sent to all non-profit and athletic <br />organizations requesting matching grants for recreational projects. On January 23, 1997, two <br />athletic organizations presented proposed projects in their respective communities: <br /> <br /> In first project, the Harrisburg Youth League formally requested the opportunity to <br />construct athletic facilities at the new Rocky River Elementary School site. Upon completion of <br />the original plan, there will be three baseball/softball fields and two soccer fields. The <br />Harrisburg Youth League's proposal is to construct one baseball/softball field, including fencing, <br />backstop, dugouts, lighting and spectator bleachers. The lights will be designed such that the <br />poles can be used for multiple fields and not constrict the possibility of using the outfield for <br />future soccer practice or games. The total estimated cost is $40,000.00 with requested Cabarrus <br />County matching incentive funds of $20,000.00. The proposed plan by the Harrisburg Youth <br />League is to develop these proposed facilities over a three year period. <br /> <br /> In the second project, the Mt. Pleasant Youth Soccer and Baseball/Softball Leagues <br />requested the opportunity to construct new athletic facilities at Mt. Pleasant Middle School. The <br />proposed plans are adjacent to the tennis courts: one baseball/softball field (180 ft. distance) one <br />instructional baseball/softball field (100 ft. distance) one junior size soccer field (approximately <br /> <br />/3 <br /> <br /> <br />
