To: Frank Clifton
From: Blair Bennett
Date: March 6, 1997

Subject: Historic Cabarrus, Inc.

In an effort to reduce contributions to outside agencies, I have been developing a plan to handle
our contract with Historic Cabarrus, Inc. We currently fund Historic Cabarrus, Inc. through our
contribution from Cabarrus County amounting to $7,000. Historic Cabarrus, Inc. uses this
money mainly for upkeep of the Historic Courthouse, an asset of Cabarrus County leased to
Historic Cabarrus, Inc. One of the main concerns of both the County and Historic Cabarrus, Inc.
is to preserve the integrity of the building and continue to maintain the building adequately.
Through discussions with officials at Historic Cabarrus, Inc. and John Page, Cabarrus County
General Services Director, I believe we can accomplish all of the above and hopefully attain
approval from all parties concerned. It is proposed that in lieu of the $7,000 current contribution
that Cabarrus County assume the costs for the following expenses in the General Services
Facility Budget.

Heating and Air Contract
Dover Elevator Maintenance
Security Contracts
Annual Contract Cleanup of Building
Vacuum Equipment
Oversee Public Use of Building
Total

$900
1,000
1,000
1,300
1,100
1,200
$6,500

Additionally Cabarrus County will assume the liability for insuring the property. This is a major
expense for Historic Cabarrus, Inc. However, since we will be self-funded beginning in July, this
would only be a liability risk assumed by Cabarrus County. If you feel comfortable with this
arrangement, I will present it to the Historic Cabarrus, Inc. Board of Trustees at their quarterly
meeting on March 10, 1997.
