NORTH CAROLINA
PARTNERSHIP FOR CHILDREN

March 18, 1997

MEMORANDUM

TO:

FROM:

SI3-BJECT:

Chair, Country, ers
David Walke~y~t~
Smart Start Request for Application

Many of you have been involved with and supportive of the Smart Start efforts in your
county since 1993. We appreciate your support and acknowledge that the support of
county government is crucial to the success of Smart Start.

Smart Start is significantly meeting the needs of young children and families in counties
where it has been implemented all across the state. This year planning funds are being
requested for all of North Carolina's counties but funding for expansion of Smart Start
will depend on budget approval by the General Assembly.

Attached is a copy of the Smart Start Request for Application which is being mailed today
to contact persons in all counties which have not yet been selected as Smart Start
partnerships. A chart is included to make you aware of the person receiving your county's
application. The information requested through the application process will help the
North Carolina Partnership for Children determine the readiness level of each county and
wilt assist us in planning for technical assistance.

We ask for your support in the local Smart Start efforts as your county plans services for
children and families. IfI can be of further assistance, please let me know.

0mci 1100 Wake Forest Road Suite 300 Raleigh, NC 27604

919-821-7999 F^x 919-821-8050 wt~ http://www.smartstart-nc.org
