MEMORANDUM TO: FROM: DATE: SUBJECT: Jeff Barnhart, Board of Commissioners Planning Liaison Jonathan Marshall, Plam~ing Service Director'~r'- ' April 21, 1997 Allowance for Mobile Home Parks in the Cabarrus County Zoning Ordinance The Cabarrus County Zoning Ordinance permits mobile home parks only in the High DensiW Residential zoning disb'ict. They are permitted ouh'ight meaning that parks are allowed once the Plamdng and Zoning Commission has approved a park design that meets the requirements of the Mobile Home Park Ordinance and the necessary public/private improvements for that park have been completed and inspected, or their consb'uction guaranteed through a valid letter of credit. This approval process includes a presentation of the park plans at a public meeting of the Planning and Zoning Commission, but does not require a formal public hearing with required notification. There are two options, as I see it, for changing the approval process. The first option is to make mobile home parks a conditional use in the High Density Residential disb'ict. This would have the effect of adding a public hearing requirement (and with it notification) and would allow the Planning and Zoning Commission itt their role as Board of Adjustment to add any necessary conditions that address public health, safety and general welfare issues. The conditions would need to be based upon findings of fact, but would offer the Platming and Zoning Commission greater flexibility. The park design would still need to be approved based on adherence to the Mobile Home Park Ordinance. Planning, Zoning, and Building inspection P. O.
