The Chair asked for a from the Board to approve Petition 97-10. <br /> <br />Mr. Kiefer MOTIONED, seconded by Mr. Drye to approve Petition 97-10. The <br />vote was unanimous. <br /> <br />The Chair introduced the eighth item on the Agenda, Zoning Atlas Amendment, <br />Petition 97-11: <br /> <br />Applicant:. Robert & Donna Wallace <br /> <br />Request: Zoning Atlas Amendment <br /> <br />This was a request to the Cabarrus County Planning and Zoning Commission <br />from Robert & Donna Wallace, Petition 97-11, PIN 5543.03-~-1315 and 5543.03- <br />33-2556, to h~ve their property located on U.S. Highway 601 South, rezoned <br />from Low Density Residential to General Industrial, to provide additional <br />industrial property in a growing industrial area. <br /> <br />Mr. Jonathan B. Marshall, Planning Services Director, addressed the Board <br />presenting Petition 97-11 and Staff Analysis stating this is a straight rezoning <br />request and the Board should consider all uses in General Industrial when you <br />review this. Mr. Marshall said this is a growing industrial area, in particular the <br />Corning Plant, and also by the other industrial development that is taking place. <br />Water and sewer utilities have l~een improved in this area, Highway 24-27 is <br />under improvement, the Muddy Creek Wastewater Treatment Plant itself has <br />been built within the last two years allowing sanitary sewer to be extended to <br />this property. The staff feels that this is a necessary addition to this growing <br />industrial area, and would recommend approval. <br /> <br />The Chair opened the Public Hearing on Petition 97-11, asking if anyone would <br />like to speak for or against this petition to please come forward. <br /> <br />Mr. Danny Love, Resident, addressed the Board stating he is opposed to Petition <br />97-11. He said being a resident of Midland for 29 years, he has seen many <br />changes going on down there. It has gone from farm land to airport property to <br />a proposed dragstrip, and now to a major manufacturing property. In 1993, Mr. <br />Wallace announced that the Charlotte Motor Drome, a drag strip was going to be <br />constructed where the Corning Plant is currently being constructed. Although <br />most of the community was against this type of construction, the Planning and <br />Zoning Department responded that he was working within the current zoning of <br />heavy industrial, and basically, they did not have a choice in the matter. He said <br />the Commissioners confirmed this, and even told them that they should have <br />voiced their concerns when the property was originally rezoned to heavy <br />industrial. Mr. Love said when he approached Mr. Wallace about this, he told <br />him and he quotes, "it is better than a battery reprocessing plant." He said it is <br /> <br /> <br />
