his opinion that the approval of this rezoning would not be in the best interest of <br />Midland or Cabarrus County, but for Mr. Wallace. He said Mr. Wallace has had <br />a blank check, as far as zoning goes, to do whatever he desires to do with this <br />property located along Highway 601 without any regards to the residents of the <br />community. Mr. Love said if the Board disagrees with him and considers the <br />rezoning, he formally requests that Mr. Wallace shares with the residents the <br />intended use of the property and special purpose zoning be considered to limit <br />the unknown to the residents that will have to live with the results of the Board's <br />decision for years to come. <br /> <br />Mr. Robert Wallace, Petitioner, addressed the Board stating he thinks he <br />understands Mr. Love's concern in what he is saying. He said he thinks the <br />Board is aware that there has b~cn a lot of conversation about tax base in <br />Cabarrus County. Mr. Wallace said they have had expressions of interest in this <br />property for residential development. In talking to Planning and Zoning, Mr. <br />Clifton, and being approached by people that wanted to develop this <br />residentially, we were told that we should apply for industrial zoning because <br />the County then can play off the fact that Corning is there. The reason Mr. <br />Clifton was familiar with this particular piece of property, and to let Mr. Love <br />know what their intent is, at the time the Corning site consultant approached <br />them, they did not know who the client was, they were negotiating with Textron <br />out of Providence, Rhode Island who had plans to build a 100,000 foot <br />manufacturing plant on that piece of property, subject to approval of rezoning. <br />The fact is, the Corning deal because it was so much larger, did deter them. Mr. <br />Wallace said it is his understanding that that was the reason Mr. Clifton felt this <br />property should be rezoned industrial rather than utilize it for residential <br />purposes. He said they have granted an option on the property to a client that <br />wants to build a multi-media complex, but he cannot attest to the financial <br />viability. He said they can live with the zoning either way, but he thinks in view <br />of the conversation about what houses are doing to the tax base and the fact that <br />they have bccn able to help land one of the largest industrial plants, they are <br />very. pleased about that, and they would like for the Board to approve it. <br /> <br />Mr. Joe Eudy, Resident, addressed the Board in opposition to this rezoning <br />stating one of the things that concerns him is water and sewer in that particular <br />area. He said he has some reservations in reference to commercial aspects of <br />this whole deal. Mr. Eudy said he cannot support this change because he is <br />committed to that area. <br /> <br />The Chair asked Mr. Marshall was is his thought about having some kind of <br />transitional zoning for that land. <br /> <br />Mr. Marshall said we have some areas in which we have a transitional from <br />industrial to commercial and to residential. We do not have a true hierarchical <br />order of zoning in our ordinance. <br /> <br /> <br />
