Proposed Change <br /> July I, 1997 <br /> <br />ARTICLE I. ORGANIZATION OF PERSONNEL SYSTEM <br /> <br />Section 1. Purpose <br /> <br />The purpose of this Ordinance is to establish a personnel system which will recruit, select, <br />develop and maintain an effective and responsible work force. This ordinance is established <br />under the authority of Chapter 153A - Article 5 and Chapter 126 of the General Statutes of North <br />Carolina. <br /> <br />Section 2. Coverage <br /> <br />All employees in the County's service shall be subject to this Ordinance, except as provided in <br />this section. <br /> <br />(a) The following officials and employees are exempt: <br /> <br />1. Elected Officials; <br />2. County Manager; <br />3. County Attorney; <br />4. Members of advisory and special boards or commissions; <br />5. Contractual employees of the Board of County Commissioners; <br />6. Employees of the County's public school systems; <br />7. Employees of the Cabarms County Tourism Authority; <br />8. Employees of the Greater Cabarrus County Economic Development <br /> Corporation; and <br />9. Members and employees of other County established authorities (separate or <br /> in partnership). <br /> <br />(b) <br /> <br />The following employees shall be covered only by the specifically designated <br />Articles and Sections: <br /> <br />1. Employees governed by the State Personnel Act shall be subject to all <br /> Articles except Article II and Article VII, Section 2. <br />2. Employees of the North Carolina Cooperative Extension Service shall be <br /> subject to Article V, Section 1 and Article VI, Sections 1-3. <br />3. Temporary employees designated by the Board of Commissioners shall be <br /> subject to all Articles except Article III, Sections 12-14; Article IV, Sections <br /> 10-12; Article VI, Sections 2-18, 20, 21, 23-28 and 30; Article VII, Sections <br /> 1-5 and 7; and Article IX, Sections 1, 4, 6 and 7. <br />4. Employees of the Sheriff and Register of Deeds shall be subject to all <br /> Articles except Article I, Section 4; Article IV, Sections 3-8 and 10-13; <br /> Article VII, Sections 2-6; and Article VIII, Section 6. <br />5. The Supervisor of Elections and employees of the County Board of Elections <br /> shall be subject to all Articles except Article I, Section 4; Article IV, <br /> <br />1 <br /> <br /> <br />
