Proposed Change <br /> July 1, 1997 <br /> <br />Section 3. <br /> <br /> fa) <br /> <br />Sections 3-8 and 10-13; Article VII, Sections 2-6; and Article VIII, Section <br />6. <br /> <br />Employee Definitions <br /> <br /> Adverse Action. A demotion, suspension, dismissal, reduction in pay, <br /> involuntary transfer or lay-off. <br /> Anniversary_ Date. An employee's original date of hire for Cabarrus County <br /> service in a permanently established position. This may be adjusted to an <br /> artificial date if there is split service. <br />(c) Appointing Authority, Any position with the legislated or delegated authority to <br /> make hiring decisions. (The Board of Elections, County Manager, Sheriff, <br /> Register of Deeds and State Personnel Act department heads.) <br />(d) Class. A position or group of positions having similar duties and responsibilities -' <br /> requiring similar qualifications, which can properly be designated by one title <br /> indicative of the nature of work performed, and which carries the same salary <br /> range. <br />(e) Classification Plan. An approved plan by the Board of Commissioners which <br /> assigns positions with similar kinds of duties into classes for similar treatment in <br /> selection, compensation and other employment processes. <br />(f) Completed Month. Any month in which an employee works at least one-half the <br /> work days. <br />(g) Completed Year. A period of twelve (12) calendar months in which the employee <br /> is in active pay status or is receiving Workmen's Compensation payments while <br /> on leave without pay. <br />(h) Demotion. The reassignment of an employee to an existing position in County <br /> service having a lower salary grade than the position from which the reassignment <br /> is made. <br />fi) Effective Date. Normally the date of an employee's last significant personnel <br /> action related to their position - such as hire or promotion date. Determines <br /> when an employee is eligible for a performance evaluation and any related salary <br /> increase. <br />(j) Full-time Employee. An employee, either permanent or temporary, who is <br /> scheduled to work the number of hours per work week designated by the Board of <br /> County Commissioners as full-time. <br />(k) General County Employee. A County employee not subject to the State Personnel <br /> Act. <br />(1) Grievance. A claim or complaint based upon an event or condition which affects <br /> the circumstances under which an employee works, allegedly caused by <br /> misinterpretation, unfair application, lack of established policy pertaining to <br /> employment conditions, or any other inequity relating to conditions of <br /> employment. <br />(m) Part-time Employee. An employee, either permanent or temporary, who is <br /> scheduled to work less than the number of hours per work week designated by the <br /> Board of County of Commissioners as full-time." <br /> <br />'2 <br /> <br /> <br />
