Land-disturbing activity over which the State has exclusive <br />regulatory jurisdiction as provided in G.S. l13A-56(a). <br /> <br />For the duration of an emergency, activities essential to protect <br />human life. <br /> <br />Section 6 General Requirements and Objectives <br /> <br />ao <br /> <br />Plan Required - no person shall initiate any land-disturbing <br />activity which meets at least one of the following criteria without <br />having a Plan approved by the Development Services Department <br />staff: <br /> <br />Uncovers more than one (1) acre of land in areas not <br />classified by the State of North Carolina as a water supply <br />watershed. <br /> <br />o <br /> <br />Uncovers more than ten-thousand (10,000) square feet in a <br />Class II Water Supply Watershed area as classified by the <br />State of North Carolina; or uncovers more than twenty- <br />thousand (20,000) square feet in a Class IV Water Supply <br />Watershed as classified by the State of North Carolina. <br /> <br />bo <br /> <br />Other County Ordinances - any development which uncovers <br />less than one (1) acre in area in locations outside of a water <br />supply watershed, or less than ten-thousand (10,000) square feet <br />or twenty-thousand (20,000) square feet in a Class II or Class IV <br />water supply watershed, respectively, must be in compliance <br />with all other applicable land-disturbing requirements <br />contained in other ordinances or building development <br />standards adopted by Cabarrus County. <br /> <br />Protection of Property - persons conducting land-disturbing <br />activity shall take all reasonable measures to protect all public and <br />private property from damage caused by such activity. <br /> <br />d° <br /> <br />Basic Control Objectives - an erosion and sedimentation control <br />plan may be disapproved pursuant to Section 17 of this Ordinance <br />if the Plan fails to address the following control objectives: <br /> <br />Identi _fy Critical Areas - on-site areas which are subject to <br />severe erosion, and off-site areas which are especially <br /> <br /> <br />
