Attachment D

THE CHARLOTTE OBSERVER
· · TUESDAY AUGUST 5. 1997 3C

Federal aid for
flood cleanup
formally denied

Associated Press
RALEIGH -- Flood-damaged
counties around the Charlotte area
did not qualify for federal disaster
aid, a spokesman for Gov.-jim
Hunt confirmed Monday.
Iant week, Hunt declared a state
of emergency in 33 counties hit by
the heavy rains from remnants of
Hurricane Danny that sloshed
across North Carolina. Flooding
was blamed for four deaths --
three in Charlotte and one in
Stanly County.
The governor's declaration
cleared the way for federal and
state assessment teams to survey
the damage.
But federal officials notified the
state it did not qualify for a presi-
denr~al disaster declaration, Hunt
spokesman Sean Walsh said. The
declaration would have triggered
federal assistance for individuals,
infrastructure, businesses and lo-
cai governments.
However, the state probably will
receive Small Business Adminis-
tration help in 11 counties, and
Walsh said the state expected to
receive that assistance.
If the request is approved by the
SBA, businesses in those areas
could be eligible for low interest
loans to cover storm-related losses.
