Clifton, Jr., County Manager RE: School Merger Study The Cabarms and Kannapolis Schools, along with input from the Rowan County School System, have interviewed prospective consulting finns related to a merger study. On your behalf, I attended interview sessions with three different consultants. It is my observation that any of the three firms interviewed are capable of providing a comprehensive analysis of the school systems and a "merger plan" as provided for in North Carolina Statutes. The school boards will provide a recommendation on which consultant should be employed. A contract for your approval should be on the September agenda. (Reference materials are attached for your review.) It should be recognized that there are three potential merger options: (A) a complete merger of Cabarms Schools and Kannapolis inclusive of the Rowan County areas of the system; (B) a complefe merger of the Rowan Schools and Kannapolis inclusive of the Cabarrus areas of the school system; and (C) a separation of the appropriate areas of the Kannapolis system into the Rowan and Cabarrus systems. The consultant should be expected to provide a "complete" analysis of all three options plus recommendations on how the school systems might partnership to a greater extent if merger is not pursued. It is expected that any consultant selected should complete the study by March of 1998. Please advise if you have any questions.
