DRAFT <br /> <br />WTS Development approved under this administrative process shall not of itself <br />be considered as Development that would initiate the BUffer and <br /> Screening <br />Requirement as required by Chapter 9. All Accessory Equ'lpment Structures, <br />however, shall meet the Accessory Structure requ[rememts of the district in which <br />located. <br /> <br />Board <br /> <br />of Ad.lustment Review <br />Demonstration of Need: The applicant shall provide a diagram showing <br />the cell site configuration lllustratin~ the coverage area of the <br />proposed wireless telecommunication tower and/or antenna. This <br />diagram shall demonstrate the frequency re-use and spacing needs of <br />the wireless system in order to provide adequate coverage and <br />capacity to areas that cannot be adequately served by other <br />locations. <br />WTS Format Preference: The regulation of Wireless Telecommunications <br />Services facilities is intended to provide for the 'appropriate <br />location, development and installation of telecommunications Towers <br />and Antenna within the Jurisdiction. The provisions of this <br />Ordinance are intended to protect the health, safety and aesthetic <br />concerns of the Jurisdiction by minimtzin§ the adverse visual <br />effects of Towers and Antenna through careful design, siting and <br />screening; by avoidin~ potential damage from Tower failure to <br />adjacent properties through structural standards and setback <br />requirements; and by maximizin~ the use of existing Towers, <br />Structures or Buildings to accommodate new telecommunications <br />Antenna in the jurisdiction. Therefore, as a matter of public policy <br />it is hereby established that the Board of Adjustment in its <br />Review/Approval authority of WTS Development shall give preference <br />to W~rs Development in the following order of preference: <br /> <br />1. Stealth Antenna <br />2. Antenna located on existfn§ WTS facilities <br />3. Antenna attached to or mounted on an existing Building or <br /> Structure. (Single or Co-Location provider) <br />4. Free-Standing WTS Development designed and constructed with <br /> Go-Location capability. <br />5. Free-Standin~ WTS Development desi~ned and constructed for <br /> sin~le-provider use. <br /> <br />The applicant for Board of Adjustment review of WTS Development shall provide the <br />Board of Adjustment with documentation givin~ the reasons why in the opinion of <br />the applicant it is not feasible or reasonable to require the applicant to comply <br />with WTS Development of a higher order of preference as set forth in this <br />Section. The Board of Adjustment in its review process shall not approve a WTS <br />Development application for a lower format preference unless in the opinion of <br />the Board of Adjustment it is not reasonable to expect the applicant to meet a <br />higher order of preference. In its review process the Board of Adjustment may <br />require the applicant to furnish the Board of Adjustment with additional <br />documentation that the Board believes is necessary in order to form its opinion <br />on the matter. <br /> <br />WTS Development Types Permitted by Zonin~ District: <br /> <br />Ail Zonin~ Districts <br />1. Stealth Antenna associated with a permitted use other than one and <br /> two-family residences which do not exceed the height limitations as <br /> follows unless excepted by Chapter 6-13: <br /> <br />District Height Limitation (in vertical feet) <br />A-O, G-R, LDR, MDR 65 <br />HDR, L-C 80 <br />L-I G-I NONE <br /> <br />2. WTS Antenna located on an existing WTS tower where the Antenna <br /> height is not increased by more than twenty (20) feet. <br />3. WTS Antenna located on an existing Utility Pole, transmission tower, <br /> water tank or similar utility structure which serves a different <br /> purpose and the WTS Antenna does not increase the total height by <br /> more than twenty (20) feet. <br /> WTS Towers owned and operated, or contracted for operation, by a <br /> public agency and used to provide law enforcement, fire safety, and <br /> <br /> <br />
