Executive Summary.

Frank Clifton, Cabarrus County Manager, requested a report from the Cooperative
Extension Service on the degree of Extension's involvement in the Cabarrus County
Agricultural Fair. Extension has been conducting the agriculture part of the fair for
almost 50 years based on the advice and recommendations of its Advisory
Leadership System, clientele and because the fair provides an opportunity to fulfill
an important part of Extension's mission. Estimated staff time amounts to
approximately 317 hours per year. However, the majority of this staff time is
concentrated in a 2 - 3 week period around the fair. Volunteer activity and
participation is very high. Extension feels strongly that this fair provides the most
effective and efficient use of time for this part of the year.

Mission of Extension

The North Carolina Cooperative Extension Service helps people improve the quality
of their lives by providing research-based information and informal opportunities
focused on issues and needs.

When Congress established Extension in 1914, one of the main reasons was to
disseminate information to people in the areas of agriculture, home economics, 4-H
and youth and community and resource development in a way they could
understand.

Program Direction

An advisory leadership system consisting of over 100 Cabarrus County citizens,
helps determine the issues and needs for program development. This system ensures
that programs are based on needs of Cabarrus County citizens.

Extension Teaching Methods

Extension utilizes a wide variety of teaching methods and facilities based on the
needs of our citizens to include: all types of meetings, demonstrations, displays,
contests, events, tours, computer programs, radio, television, video, newspapers,
newsletters, publications, workshops, telephone contact and office visits.

Extension Service / Agricultural Fair

Cabarrus County commissioners, Cooperative Extension Service (CES) and
many others saw the need and established the fair almost 50 years ago.
CES is responsible for conducting the agriculture part of the fair. This
includes field crops, horticulture, livestock (adult and junior), youth division,
food conservation, baked goods, home sewing, needlework, crafts and
educational exhibits.
