July 10, 1997

I CASARltlIS COUNTYI

MEMORANDUM

TO: Board of Commissioners
Fp~3~ ia ~:: ~ka r~",dC' :it;i'b Jar' 'rru~ °cUon~;1 ~ anAidg:~l t u~

Per the attached correspondence, I propose to provide effective notice to "terminate the lease" in one
year. Effectively, I would suggest the termination date be established as July 31, 1998, allowing for
a month-to-month extension of the Fair's use of the property pending a sale of the property by the
County.

Be advised that I have asked staffto seek Requests for Proposals (RFP's) from qualified commercial
appraisers for purposes of establishing value of the County-owned lands. Because the Fair has
advised me that they do not want to be included in any proposed effort to sell the tract as a whole,
we will advertise the property as separate parcels.

Additionally, recognize the Fair's lease is for land occupied by the Camival, not the Agricultural
portion of the Fair. It is my understanding that should the County's land sell, the Fair has a
contingency plan that moves the Carnival to the lot in front of the main exhibition hall on the Fair
controlled property.

I have also asked A1 Stanford to study a potential to relocate the Agricultural Extension Service
operations to the present day County Landfill property on Irish Potato Road. That could help free
up the County occupancy of the buildings at Highway 601/29 and make the property ready for sale.

Your approval of the lease termination proposal is recommended.

FWC/sb

Attachments

Office of the County Manager

Box 707 · Ccc, card NC _~)8026 :2707 · ,704~788-8;50
