McEachern, General Manager <br />Cabarms County Agricultural Fair, Inc. <br />Post Office Box 563 <br />Concord, North Carolina 28026 <br /> <br />DearHarold: <br /> <br />This correspondence is a follow up to our Friday meeting with State officials about the property <br />adjacent to Stonewall Jackson School and our telephone conversation of Monday, May 5. <br /> <br />First, although there are several other issues to be addressed, it does appear staff of the Division of <br />Youth Services sees merit in the proposals outlined for use of the State owned land next to SWJ <br />School. Certainly, no commitments are in-hand; but it appears that a thorough consideration of any <br />proposals submitted will be likely. County staff, will proceed with efforts required to formulate <br />alternatives to be presented to the State. <br /> <br />Friday's meeting le~ the impression that the Fair Board has little interest in pursuing alternative <br />locations for the Fair. Our conversation Monday morning indicated you want those options to remain <br />open; however, the current Fair Board may choose to remain at its current site. Certainly, the Fair <br />Board will have to make any final decision regarding the Fair's future. <br /> <br />I do want to point out certain factors that the Fair Board may not be fully aware of at this time. The <br />County has leased the former K-Mart facility on Highway 601/136 in Kannapolis. The County will <br />spend $3 million renovating that facility for an estimated lease period of 10-15 years. It is anticipated <br />the County will then sell its Highway 601/29 property adjacent to the current Fair. <br /> <br />Revenues from the sale of that property will offset K-Mart renovation costs and provide funding for <br />other County construction projects as approved by the County Commission. The K-Mart renovations <br />are expected to take 300 days with occupancy to occur shortly thereafter. Therefore, the County's <br />property adjacent to the fairgrounds will be able to be sold within a one-year time frame. <br /> <br />The Fair now leases County property adjacent to its site for parking on a year-to-year basis. Once <br />the County property is sold, it is uncertain that it would be available for fair parking.
