July 7, 1997

lHIH CAiOtlN~

Mr. Harold B. McEachem, General Manager
Cabarrus County Fair, Inc.
Post Office Box 563
Concord, North Carolina 28026

Dear Harold:

This correspondence is a follow-up to our discussion on July 2 following the Rotary Club meeting.

As I now understand it:

(])

The Fair Board has determined it does not want to be included in any plans
to work with the State regarding the Stonewall Jackson School property on
Highway 49.

(2)

The Fair Board has also deteradned that it does not intend or cannot afford
to move to another site other than its current 12-acre site at Highway 601/29.

(3)

You feel strongly that the Fair's future location options should be aimed
toward the 1-85/Speedway area, and you will pursue that course.

As we discussed, the Board of Commissioners has plans to pursue the sale of the County owned land
at Highway 601/29. Additionally, although we have not yet listed the property for sale, I have had
conversations with several developers that have interest in the property. Also, the County will vacate
its buildings in the spring of 1998.

For me to better understand the Fair's operations, I am requesting the following information:

(1) Copies of the last five (5) years operating reports (expense and revenues);

(2)

Copies of any operational agreements the Fair might have with the carnival
company and/or concessionaires;

(3)

A copy of the Fair Board's governing bylaws and other operating guidelines;
and

(4)

A list of the current Fair Board membership, terms of office and some
explanation of how Board members are selected.

Oflice of :he County Manager
