PREFACE <br /> <br />The Cabarrus County Land Development <br />Guide, amended and adopted in 1988, is a <br />general comprehensive land use guide for the <br />County. The proposals, goals and objectives <br />the document stresses are used to help guide <br />and control the development of Cabarms <br />County, but the document does not offer <br />specific land use recommendations for each <br />area of the County. <br /> <br />For this reason, the Planning Services <br />Department studies smaller areas of the <br />County to develop specific recommendations <br />to complement the Land Development Guide. <br />The boundaries of each small area are <br />determined by the individual factors affecting <br />each area. Where these factors are similar for <br />a part of the County, a small area study is <br />conducted. <br /> <br />The process of the small area study generally <br />follows a set outline. The study begins by the <br />staff pulling together all the available <br />pertinent information. <br /> <br />The next step involves meeting with the <br />residents of the area to discuss the process <br />and to find out what they consider to be the <br />most important issues and goals for that part <br />of the county. This infonnation is then <br />distilled and presented back to the public at a <br />second meeting. At that meeting, area <br />residents are asked to propose actions and <br />solutions to address the issues. The <br />recommendations that result are presented to <br />the public at a third meeting. <br /> <br />From that point a draf~ plan, based on public <br />and staff input, is forwarded to the Planning <br />and Zoning Commission and County <br />Commissioners for review, comment and <br />adoption. The adopted document and maps <br />are then used in the implementation of the <br />land use plan for the area. <br /> <br />Area plans should be reviewed and updated <br />approximately every five years to reflect <br />changes in the area. Small area plans for all <br />the unincorporated areas of the 'county were <br />completed and adopted in the early 1990s. <br /> <br /> <br />
