..ISSUES AND GOALS <br /> <br />INTRODUCTION <br /> <br />It is the issues that affect land development <br />and the future of the area that will be used to <br />formulate the plan recommendations. For <br />the first version of this plan, these issues, <br />and the goals of the residents, were <br />determined from three sources. The main <br />source was the residents of the area, the <br />second was a staff study of existing <br />conditions as outlined in the previous <br />section, and the third was written comments <br />provided through questionnaires. For the <br />1997 update of this Plan, a staff study of <br />existing conditions and changes since 1991 <br />was completed and community input was <br />gathered at a large community meeting and <br />from written and oral comments received <br />from residents. <br /> <br />Almost all of the issues brought out in the <br />process were related to the need for <br />expansion of public water and sewer service. <br />The prevailing thought was that the growth <br />and progress of the area depends on <br />expanding these services. <br /> <br />14 <br /> <br />The brief discussion of issues that follows <br />will be broken up into four subject <br />categories. These are the same categories in <br />which recommendations will be made. <br />Obviously many of the issues and concerns <br />are related, but for the most part each will <br />fall under the most appropriate category. <br /> <br />LAND USE ISSUES <br /> <br />This listing of iosues is mostly predicated on <br />the assumption that sewer service exists and <br />will be expanded in the future. Despite its <br />location adjoining the rapidly growing <br />Mecklenburg County, this area has not <br />grown rapidly. Transportation improvements <br />may change that to some extent, but with a <br />limited carrying capacity based on septic <br />usage, slow growth and scattered <br />development will likely continue. <br /> <br />Residential <br />The type of growth currently occurring has <br />caused some problems and raised important <br />issues.
