3) What specific areas of policy will electing counties have flexibility in setting?
(Information about the extent to which employment incentives, sanctions, time
limits, and other conditions of eligibility is still not precisely enough defined to
make an assessment conclusive).
4) What features of Cabarrus County's Work Over Welfare demonstration
project might it be possible to continue or to further as an electing county or as
a standard county? (We have had much success and want to continue and
build upon the features of that program which work well).

We are dedicated to having programs which are effective in helping families to
have economic self-sufficiency, and which are cost-saving in their operation. The latest
legislation from the General Assembly certainly offers opportunities in pursuing these
goals. This legislation also presents some risks to counties. We believe that by taking the
recommended course, the Department will be able to return in December with more
information and assurance about its recommendations.

I have enclosed some materials which provide more information.

Please let me know if additional information or clarification would be helpful.

Thank you.
