ELECTING (PILOT) AND STANDARD PROGRAM COUNTY DESIGNATION <br /> <br />Initial Designation of Planning Status <br /> <br />· In each county, the Board of County Commissioners must decide by 3/5 majority <br /> whether the county will ask to be designated as an Electing Program County or a <br /> Standard Program County. <br /> <br />· By October 31, 1997, each county must submit to DHHS its request in writing to <br /> be designated as Electing or Standard. The request fi:om the County <br /> Commissioners must contain documentation of the 3/5 vote of the Board. <br /> <br /> Please send your request to be considered as an Electing or Standard Program <br /> County to: <br /> Kevin FitzGerald <br /> NC Division of Social Services <br /> 325 N. Salisbury Street <br /> Raleigh, NC 27603 <br /> <br />· DHHS will acknowledge in writing by November I5, 1997, each county's <br /> requested designation. <br /> <br />· A Board of Commissioners that initially Coy October 31) asks to be designated as <br /> Electing, may later ask that designation be changed as long as it provides <br /> documentation of a 3/5 vote supporting the decision. This change must be made <br /> in sufficient time so that the county's Standard Program plan is submitted by the <br /> January 15, 1998 deadline. <br /> On the other hand, a Board that initially (by October 31) asks to be designated as <br /> a Standard County cannot change its designation. <br /> <br />Preliminary County Plan Guidance <br /> <br />· All counties are required to do local block grant plans. <br /> <br />· A tempIate will be provided for use by counties outlining the information required <br /> in the plans. <br /> <br />· Standard County plans must be completed, have had public comment opportunity, <br /> have been approved by the County Commissioners, and submitted to DHHS by <br /> January 15, 1998. <br /> <br />· Electing County plans must be completed, have had public eommen~ opportunity, <br /> have been approved by the County Commissioners, and submitted to DHI-IS by <br /> February l, 1998. <br /> <br />· Technical assistance will be provided, as needed, during the planning process to <br /> facilitate the completion of counties' plans. <br /> <br />· Counties who submit Electing County Plans but after the review are not <br /> recommended by DHHS as an Electing County must then as soon as possible <br /> submit a plan conforming to the Standard County Plan template. <br /> <br /> <br />
