She explained that the Board
would set a date for a public hearing to receive input about a referendum to
allow the public to vote on a proposed one cent sales tax and one percent land
transfer tax.

There was discussion regarding the information distributed by Realtors
through direct mailings and newspaper advertisements in opposition to a land
transfer tax. These advertisements created a widespread misunderstanding of the
issue especially among senior citizens.

UPON MOTION of Co~mnissioner Barnhart, seconded by Commissioner Niblock and
unanimously carried, the Board set a public hearing for 6:30 P.M. on Thursday,
December 4, 1997, at the Cabarrus County Senior Center to receive public input
regarding a referendum on an additional one cent local sales tax and a one
percent local property transfer tax for school construction and renovation.
