425 <br /> <br />DRAFT <br /> <br />Resolution Endorsing the Reorganization and Restructuring of the Interaal Revenue <br />Service <br /> <br /> UPON MOTION of Co~]~issioner Barnhart, seconded by Commissioner Niblock and <br />t~nanimously carried, the Board adopted the following Resolution as submitted by <br />Union County. <br /> RESOLUTION NO. 1997-29 <br /> <br /> RESOLUTION <br />ENDORSING THE REORGANIZATION AND RESTRUCTURING <br />OF THE INTERNAL REVENUE SERVICE <br /> <br /> WHEREAS, the United States of America was founded on the rights <br />of its citizens and the premise that all persons are innocent until <br />proven guilty; and <br /> WHEREAS, testimony by employees of the IRS at the Senate Finance <br />Committee Oversight Hearing revealed an agency that has lost its <br />original vision and now believes it may be permissible to mislead <br />the public as long as it accomplishes the goals and mission of the <br />agency, and to treat taxpayers with an arrogant and indifferent <br />manner; and <br /> WHEREAS, ~ericans have watched with disdain in recent weeks as <br />hearings in the Senate and House have uncovered dozens of doctunented <br />instances of gross incompetence, harassment, and abuse of authority <br />by agents of the IRS; and <br /> WHEREAS, the current IRS system appears to be grossly <br />inefficient and out-of-control and needs to be reformed as evidenced <br />by over $4 billion wasted on a computer system over the last 11 <br />years that has been discarded. <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Co~issioners endorses the reorganization and restructuring of <br />the Internal Revenue Services and encourages its legislators to vote <br />to thoroughly and completely overhaul the IRS management structure <br />to assure that the US Taxpayer receives high quality, courteous and <br />professional service from the IRS. <br /> BE IT FURTHER RESOLVED that copies of this resolution shall be <br />transmitted to its legislators, the North Carolina Association of <br />County Commissioners and the National Association of Counties. <br /> Adopted this 17th day of November, 1997. <br /> <br />ATTEST: <br /> /$/ Frankie F. Bonds, Clerk to the Board <br /> <br />NEW BUSINESS <br /> <br />Proposed Resolution Regardin8 Ballot Initiatives on the One Percent {1%} Local <br />Option Sales Tax and One Percent (1%} Local Option I~nd Transfer Tax to be <br />Dedicated to School Construction and Debt Service - Setting a Public Rearing <br /> <br /> Chairman Casper advised the large n~uber of persons present for the meeting <br />that the Board would not be voting on the land transfer taxation issue ag this <br />meeting as many people had been led to believe. She explained that the Board <br />would set a date for a public hearing to receive input about a referendum to <br />allow the public to vote on a proposed one cent sales tax and one percent land <br />transfer tax. <br /> <br /> There was discussion regarding the information distributed by Realtors <br />through direct mailings and newspaper advertisements in opposition to a land <br />transfer tax. These advertisements created a widespread misunderstanding of the <br />issue especially among senior citizens. <br /> <br /> UPON MOTION of Co~mnissioner Barnhart, seconded by Commissioner Niblock and <br />unanimously carried, the Board set a public hearing for 6:30 P.M. on Thursday, <br />December 4, 1997, at the Cabarrus County Senior Center to receive public input <br />regarding a referendum on an additional one cent local sales tax and a one <br />percent local property transfer tax for school construction and renovation. <br /> <br /> <br />
