424 <br /> <br />DRAFT <br /> <br /> WHEREAS, the North Carolina Board of Transportation sets policy <br />for the North Carolina Department of Transportation, develops the <br />Transportati'on Improvement Program, and approves funding for <br />aviation, public transportation, rail, bicycles, safety and highway <br />maintenance and construction programs statewide; and <br /> WHEREAS, the North Carolina Board of Transportation consists of <br />appointed members from throughout the state; and <br /> WHEREAS, the recent resignation of Mr. Carroll Edwards has <br />created a vacancy for the position serving Division 10, including <br />Anson, Union, Cabarrus and Stanly counties; and <br /> WHEREAS, Cabarrus County and its municipalities are experiencing <br />rapid growth and development of residential, commercial and <br />industrial uses and it is important for the area to be represented <br />on the Board of Transportation by an individual who has first hand <br />knowledge of the transportation needs of this community and <br />surrounding area; and <br /> WHEREAS, Mr. David Propst is a resident of Cabarrus County, a <br />person of the highest integrity and character, and a well-respected <br />businessman who would serve the residents of Cabarrus County, the <br />citizens of Division 10 and the State of North Carolina in an <br />exemplary manner as a member of the Board of Transportation. <br /> NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board <br />of Commissioners unanimously endorses the appointment of Mr. David <br />Propst as an at-large member to the North Carolina Board of <br />Transportation to serve the citizens of Division 10, including the <br />counties of Anson, Union, Stanly and Cabarrus. <br /> Adopted this the 17th day of November, 1997. <br /> <br /> /s/ Sue Casper <br /> Sue Casper, Chair <br /> Board of Commissioners <br /> ATTEST: <br /> /s/ Frankie F. Bonds, Clerk to the Board <br /> <br />Resolution Requesting the Option to Levy an Additional One Cent Sales Tax That <br />Would Be Dedicated to School Construction <br /> <br /> UPON MOTION of Colml~issioner Barnhart, seconded by Conunissioner Niblock and <br />unanimously carried, the Board adopted the following Resolution as submitted by <br />Bladen County. <br /> RESOLUTION NO. i997-30 <br /> <br />A RESOLUTION REQUESTING THE OPTION TO LEVY AN ADDITIONAL <br /> ONE CENT SALES TAX THAT WOULD BE DEDICATED TO <br /> SCHOOL CONSTRUCTION <br /> <br /> WHEREAS, the Board of Con~issioners is colmuitted to the purpose <br />of education in Cabarrus County; and, <br /> WHEREAS, the Board of Con~issioners recognizes the need to <br />improve the facilities in which our boys and girls are educated; <br />and, <br /> WHEREAS, the Board of Commissioners is of the opinion that an <br />additional one cent sales tax is the most fair and equitable method <br />to finance such improvements: and, <br /> THEREFORE, BE IT RESOLVED, ~hat the Cabarrus County Board of <br />Commissioners does hereby request to be given the option to levy an <br />additional one cent sales tax tha[ would be used to pay for needed <br />school construction; and, <br /> BE IT RESOLVED that this option extend for a period of time <br />necessary to finance the approved school building plan. <br /> Adopted this 17th day of November, 1997. <br /> <br /> /s/ Sue B.
