427 <br /> <br />DRAFT <br /> <br />W~HEREAS both the Cabarrus Soil & Water Conservation District Board <br />of Supervisors and the Cabarrus County Watershed Improvement <br />Commission have already passed motions of support for the <br />LandTrust's efforts to protect the Clarke Creek wetlands; <br /> <br />NOW THEREFORE BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners hereby passes this resolution of support for The <br />LandTrust for Central North Carolina in both its application to the <br />Clean Water Management Trust Fund and its ongoing efforts to protect <br />the Clarke Creek wetlands. <br /> <br />Passed this 17th day of November, 1997. <br /> <br />/s/ Sue B. Incentive Grant Agreement - Public Hearing - 7:00 <br /> <br /> Mr. Lawson Brown, Attorney with Vernon Vernon Wooten Brown Andrews <br />Garrett, P.A., and representing Tanger Properties, briefly described Tanger's <br />plans to construct a retail project at the intersection of Speedway Boulevard and <br />Interstate 85 in Concord. <br /> <br /> The Notice of Public Hearing was published in THE INDEPENDENT TRIBUNE and <br />THE CHARLOTTE OBSERVER (Cabarrus Neighbors) on November 2, 1997. <br /> <br /> At 7:23 P.M., Chairman Casper opened the public hearing on a <br />commercial/retail development incentive grant agreement for Tanger Properties and <br />asked if anyone wished to address the Board regarding this issue. <br /> <br /> There was no one present to address the Board, and Chairman Casper closed <br />the public hearing. <br /> <br /> UPON MOTION of Colmnissioner Niblock, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the commercial/retail development <br />incentive grant agreement between Cabarrus County, the City of Concord and Tanger <br />Properties Limited Partnership pursuant to North Carolina General Statute 158- <br />7.1. The agreement as approved by rhe Board is on file in the Office of the <br />County Manager and included by reference as a part of the minutes. <br /> <br />Community Development Block Grant-Economic Development Application for Water and <br />Sewer for Possible Project in the Midland Area - Public Hearin~ - 7:00 P.M. <br /> <br /> Mr. Bob Stark, Consultant, reviewed the Co~eunity Development Block Grant - <br />Economic Development (CDBC-ED) program, application process and eligible funding <br />activities. He explained that grant funds are used to save or create new jobs <br />in the county and typically provide for infrastructure improvements. <br /> <br /> The Notice of Public Hearing was published in THE INDEPENDENT TRIBUNE on <br />November 7, 1997. <br /> <br /> At 7:35 P.M., Chairman Casper opened the first public hearing for the CDBG- <br />ED application and asked if anyone wished to address the Board regarding this <br />matter. <br /> <br /> There was no one present to address the Board, and Chairman Casper closed <br />the public hearing. <br /> <br />Rezoning Petition 97-17 by Celeste B. Montgomery to Rezone Property on Highway <br />73 East from MDR to LDR-SU to Allow the Placement of One Doublewide Mobile Nome - <br /> <br />Public Hearing - 7:00 P.M. <br /> <br /> Mr. Brad Lagano, Planner, presented Petition 97-17 by Ms. Celeste B. <br />Montgomery, Petitioner, to rezone approximately three acres of property from <br />Medium Density Residential to Low Density Residential - Special Use for the <br />placement of one doublewide mobile home on the property to rent. He reviewed the <br />location of the property at 3051 Highway 73 East, Concord. Mr. Lagano reported <br />the surrounding area is residential in nature although Ms. Montgomery currently <br />operates a car detoilil~g busin~.~;s from her residence. <br /> <br /> <br />
