Also, she indicated <br />she would be willing to plant evergreens to screen the mobile home from <br />surrounding property. <br /> <br /> There was discussion regarding the following conditions concerning the <br />Petition: (1) To specify the location of the mobile home at the same site as the <br />previous mobile home using existing septic tank and lines; (2) To specify <br />screening requirements consistent with the Zoning Ordinance. Also, the Board <br />discussed the issue of the placement of a modular home versus a doublewide mobile <br />home on the property. <br /> <br /> There was no one else present to address the Board, and Chairman Casper <br />closed the public hearing at 8:28 P.M. <br /> <br /> UPON MOTION of Commissioner Niblock, seconded by Commissioner Mills and <br />unanimously carried, the Board postponed a decision regarding Petition 97-17 <br />until the next meeting to give Ms. Celeste Montgomery, Petitioner, time to <br />consider plans for her property and to explore the issues/conditions raised <br />during the public hearing. <br /> <br />Road Name Change (Unnamed Road to England Road) - Public Hearing - 7:00 P.M. <br /> <br /> In a memorandum dated November 10, 1997, Mr. Michael L. Byrd, <br />Transportation Planner, advised the required signs were posted on the road <br />stating the name under consideration. <br /> <br /> At 8:25 P.M., Chairman Casper stated this was the date and time for a <br />public hearing regarding the naming of an unnamed road to England Road and asked <br />if anyone wished to speak either for or against the proposed name. There was no <br />one present to address the Board, and Chairman Casper closed the public hearing. <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Chairman Casper and <br />unanimously carried, the Board approved the following road name cbamge (Petition <br />97-04): Unnamed Road to England Road. <br /> <br />Appointment of a County Welfare Reform Planning Committee <br /> <br /> UPON MOTION of Co,umissioner Mills, seconded by Commissioner Carpenter and <br />unanimously carried, the Board approved the establishment of the County Welfare <br />Reform Planning Committee as recommended by Mr. Jim Cook, Social Services <br />Director, and appointed the following ]members to the committee: Social Services <br />Board - Dr. Frank Niblock, 3r. (County Colmnissioner) and Betty Honeycutt; Mental <br />Health Board - Vince Arey and Tana Hartsell; Public Health Board - Vernice Morgan <br />and Charles Phillips; School Systems - Judy Misenheimer (Cabarrus Schools) and <br />Chip Buckwell (Kannapolis City Schools); Business Community Tim Beam <br />(Employment Security Commission)and Tom Dayvault(Kannapolis Chamber of Commerce); <br />Community Organizations - Betty Jean Prewitt (Cooperative Christian Ministry) and <br />Mary Margaret Flynn (C.V.A.N.);Consumers - Joan Komanicki and Marie Robinson: <br />Others - Chuck Hill (Director of Piedmont Behavioral Health's Cabarrus Clinic) <br />and David Hollars (Centralina Council of Governments). Mr. Jim Cook will serve <br />as staff support to the committee. <br /> <br />Community Development Affordable Housing Pro~ect Lend Allocation <br /> <br /> Mr. Clifton reviewed the proposal to make available a section of County <br />property on the southeastern corner of Cabarrus Avenue and US Highway 601 By-Pass <br />to the Cabarrus County Community Development Corporation for use in developing <br />affordable housing opportunities for county citizens. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Mills and <br />unanimously carried, the Beard directed County staff to establish methodology and <br />contractual procedures to allocate county owned land for the development of an <br />affordable housing project by the Cabarrus County Community Development <br />Corporation. <br /> <br /> <br />
