Leo Daughtry <br />Cochairs, School Capital Constriction Study Commission <br /> <br />Survey of Public School Facility Needs <br /> <br /> As you know, the School Capital Construction Study <br />Commission, authorized by the 1995 General Assembly, is charged <br />with conducting a comprehensive study of public school <br />facilities in North Carolina. The Commission must identify the <br />needs, develop criteria for ranking the identified needs, <br />examine the roles the State and the counties must play in <br />providing funds to meet these needs, and develop a long-term <br />plan for funding the identified needs in an equitable and <br />adequate manner. Furthermore, we must complete our work in <br />order to make our report to the General Assembly by April 15, <br />1996. <br /> <br /> You have been asked to complete a survey of public school <br />facility needs to assist us in our work. The law that created <br />this Commission requires each local board of education to submit <br />its survey to the board of county commissioners for its approval <br />or disapproval. If a board of county commissioners fails to <br />approve the list, it must prepare its own list of needs, along <br />with written justifications. If a board of county commissioners <br />opts to submit its own list, it also must submit the list <br />adopted by the local board of education. <br /> <br /> We understand that many, if not most,i local boards of <br />education have completed their part of the process. In order <br />for the Commission to accomplish its tasks in such a short time, <br />it is crucial that'all boards of county commissioners submit the <br /> <br /> <br />
