Little, Director <br />Cabarrus County Parks and Recreation Department <br /> <br /> In meetings on November 30 and December 13, 1995, the Cabarrus County Parks and <br />Recreation Commission reviewed six athletic fields complex options. The Athletic Complex <br />options included the following: W.W. Flowe (Phase I) - 6 fields, W.W. Flowe (Phase II) - 3 <br />fields, Frank Liske Park - 4 fields, Wolf Meadow - 4 fields, Frank Liske Park Phase I (4 fields - 1 <br />field renovation), and Frank Liske Park Phase II (4 fields). The Park Commission also reviewed <br />and approved a revision in the W.W. Flowe Master Park Plan - changing two adults softball <br />fields to three regulation soccer fields. These revisions in the original Master Plan have been <br />submitted to the Personal Trust Division of First Union National Bank and Mr. & Mrs. Harry <br />Brown for their review and consideration. This 53.276 acres is owned and/controlled by the <br />W.W. Flowe Estate. <br /> <br /> The proposed plans are to utilize Cabarrus County Landfill equipment and employees in <br />the ground clearing, rough grading and fine grading of these proposed athletic facilities. By <br />utilizing Cabarms County equipment and manpower, Cabarrus County will save over $150,000 <br />to $200,000 per project. Contract Construction cost will be required for the following: <br />Professional Design, Civil Engineering, limited survey staking, contract construction for riser <br />basin, filter basin, storm drainage elements, steel grates, and irrigation systems. <br /> <br /> On December 13th, the Cabarms County Parks and Recreation Commission <br />recommended to construct in priority Frank Liske Park (Phase I), W.W. Flowe (Phase I), and <br />Frank Liske Park (Phase II). The Park Commission also requested for the Cabarms County <br />Board of Commissioners to fund the professional Design and Civil Engineering Services for <br />Frank Liske Park, Phase I ($12,144.00) and W.W. Flowe Park Phase I ($14,294.00) for a total of <br />$26,438.00. Youth Soccer Officials will seek private funding sources to construct the Frank <br />Liske Park Soccer Complex (Phase I). The following pages outline the total project costs and <br />elements of each project. <br /> <br /> <br />
