a private operator to provide the physical transportation services. All policies and <br />procedures would be in the form of official recommendations for the review and action of <br />the County Commission. In order to do this several key actions must be implemented. They <br />are as follows (with recommended completion date in parentheses): <br /> <br />Cabarrus County, through recommendation by the TAB should hire a <br />coordinator (using the TDG/HSTM funds) to provide staff assistance in <br />administration of the system. Housing this position should be through mutual <br />consent of the TAB and Cabarrus County Officials. (July 1996) <br /> <br />The TAB should establish a detailed written job description for the <br />coordinator position for review and adoption by the County Commissioners. <br />(Apr'il 1996) <br /> <br />TAB should develop a Policies and Procedures Manual outlining in detail the <br />roles and responsibilities for all associated with or participating in the system. <br />This manual should be adopted by the County and used as the official <br />documentation for the administration of transportation services. (June 1996) <br /> <br />TAB and Cabarrus County should establish a surcharge ($0.03 per mile, for <br />example) in addition to the per mile cost of transportation in order to <br />establish a fund for capital replacement and the matching funds for a <br />coordinator. (July 1996) <br /> <br />TAB should develop market strategies to encourage participation in the <br />transportation system by both human service agencies and the general public. <br />(Mar. 1996) <br /> <br />Increased efforts should be made to encourage general public use on a space <br />available basis, and policies should be developed addressing availablity, cost, <br />and cash handling. (Feb. 1996) <br /> <br />TAB should work with the private operator in developing a schedule for <br />Driver Training Sessions.
