In addition, Mr. Helms' vehicles are not presently certified by the State Office <br />of EMS to operate as an ambulance. <br /> <br />Cabarrus Counties' volunteer agencies are used regularly to provide standy-by coverage <br />for a variety of sporting events throughout this county. Some examples are: Cabarrus <br />Rescue provides coverage for all of the school systems' atheletic events, plus other <br />requested coverage. In a recent conversation with Randy Love, Chief of Cabarrus Rescue <br />Squad, he advised me that he has the committment from his members to provide coverage <br />for any event needed including events at the Concord Speedway. Odell Volunteer Fire <br />Department provides coverage for rodeos in their area; Harrisburg Fire Department <br />covers events in their area; Mt. Mitchell Fire Department covers events in their area; Mt. <br />Pleasant Fire Department covers events in their area. This county's volunteers have and <br />continue to dedicate many unselfish hours to provide a safe environment for all. <br /> <br />The ambulance franchise ordinance(82-53) (c) 1 states there must be a need for the <br />proposed ambulance service. Through use of all of the above mentioned agencies and <br />volunteers, the need for an additional ambulance franchise has not been demonstrated. <br /> <br />Also, Charlotte Motor Speedway staff indicates they do not need the service of Carolina <br />Sports Medicine at this time. This is partly due to CMS utilizing volunteer rescue squads <br />from around the area. CMS also uses two of their own ambulances. <br /> <br />Additionally, it is interesting to note some area EMS administrators advised us that Mr. <br />Helms had applied for franchises in Gaston, Mecklenburg, Iredell, and Union counties <br />and was denied by them all. <br /> <br />Accordingly, since a demonstration of need has not been shown, I recommend the Board <br />deny Mr. Helms request for an ambulance franchise. <br /> <br />RBH <br /> <br /> <br />
