ICASARRIIS C ]UN i <br /> <br />MEMO <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Board of County Commissioners <br /> <br />Ron Harwood, EMS Manager/ff~~ <br /> <br />January 30, 1996 <br /> <br />Review of ambulance franchise request by Carolina Sports Medic <br /> <br />During the month of September John Day, David Hampton, and myself met with Mr. <br />Gene Helms regarding his request for a franchise to operate a non-emergency ambulance <br />at sporting events at the Charlotte Motor Speedway. At that time I gave him a copy of the <br />Cabarrus County ambulance franchise ordinance. I informed him that Cabarrus County <br />EMS had the franchise for providing emergency medical transports in this county. I also <br />informed him that Char-Meck Ambulance Service had the franchise for providing non- <br />emergency transfers. <br /> <br />! informed Mr. Helms of the requirements that must be met before the Board could <br />consider his request. <br /> <br />On October 10, Mr. Helms delivered to my office a request for a Category II franchise. <br /> <br />On October 30 1 spoke with Mr. Helms again and faxed to him a copy of some additional <br />requirements that he had omitted on his application. <br /> <br />I also spoke with County Finance Director Blair Bennett about the certificate of insurance <br />that Mr. Helms had given to me as required by the ambulance franchise application. <br />Blair then conferred with Peggy Boyles of Sedgewick-James, our insurance carrier. <br />According to Ms. Boyles the certificate was incomplete or inaccurate in several areas <br />including: 1)Only general liability coverage is shown, no auto liability, 2)No detailed <br />description of services provided, 3)Doesn't show Cabarrus County as the certificate <br />holder, 4)Cancellation notice states 10 days, whereas Cabarrus County ordinance plainly <br /> <br /> <br />
