January18, 1996

Mr. Jeff Barnhardt, Chairman
Cabarrus County Commissioners
PO Box 707
Concord, NC 28026-0707
(704)788-8104

RE: LIFE Center Building Program

Dear Chairman Barnhardt:

Last summer you met with the Rev. Nancy Burgin Ranldn concerning the LIFE
Center. The LIFE Center is a private non-profit day care program for the elderly. Since
its inception 20 years ago the LIFE Center program has operated out of the basement
of Central United Methodist Church in Concord. In 1984 an additional satellite program
was begun in the basement of Covenant Presbyterian Church. This satellite has operated
as a site for Alzheimer participants since 1989. The growth in the number of
participants in both programs and the growth in the need for the services the LIFE
Center offers led our Board of Directors to the conclusion that the LIFE Center needed
to consolidate into a single, free standing facility with good access and room for future
expansion. Thanks to the generosity of the two churches that have sheltered the
program for so many years the LIFE Center is ready to embark on this new phase in its
service to the community.
Early in the process of searching for a site for a free standing facility the Board
received suggestions that a LIFE Center co-located with the Senior Center facility would
offer advantages to both programs. It was to discuss these suggestions that Rev. Rankin
met with you. At your suggestion, and with your encouragement, our Long Range
Planning committee met with Gene Morris, then Chair of the Department of Aging
Advisory Board. Mr. Morris presented our idea to the Advisory Board, and while they
were favorably inclined, they wished to see a schematic floor plan and site layout. Our
volunteers labored hard to develop these very preliminary documents. Upon reviewing
them recently current Advisory Board Chair Betty Babb, and Senior Center Director
Mike Murphy, were pleased with the result and again indicated their support of the
concept of a free standing building built by the LIFE Center, operated by the LIFE
Center, on land leased from the Senior Center for that purpose.
With this encouragement and support the LIFE Center is almost ready to kick off
its fund raising campaign to develop the resources for this worthwhile project..Only one
last hurdle remains to be crossed. In order to insure the soils on the site are suitable for
this type of construction our Directors wish to conduct a site soil investigation. Enclosed
you will find a fee proposal for site soil investigation from the geotechnical fi,~i S&ME
