Clifton, Jr./County Manager Mike Byrd/County Transportation Planner DATE: February 12, 1996 SUBJECT: Awarding County Transportation Contract The County received two responses from the Request for Proposal (RFP) sent out for transportation service. These were from Laidlaw Transit Services, Inc. (the current operator), and Transportation Management Services, [ne. A total of eleven RFPs were mailed to different transportation providers. The proposed contract price from Transportation Management Services, Inc. was $1.43 per mile. The proposed price from Laidlaw Transit Services, Inc. was $1.10 per mile for curb-to-curb service and $1.20 per mile door-to-door. During the interview process, Laidlaw agreed to provide up to fifteen percent of the passengers with door-to-door service at the $1.10 price. This was a concern, especially with the Department of Aging The result was a compromise in the contract with a per mile cost of $1.15. This would provide up to filty percent of the passengers with door-to-door service. This contract being let at the $1.15 price has been approved by the Transportation Advisory Board. I would like to request the Commissioners approve Laidlaw Transit Services, Inc. as the transportation provider for the County for the period April 1, 1996 to June 30, 1998 at the above $1.15 per mile cost at their February 19, 1996 meeting. This approval would be contingent on the signing of a contract for that period approved by the County Attorney, and Public Transportation Division at the North Carolina Departmem of Transportation.
