Box 707 <br />Concord, N.C. 27026 <br /> <br />Dear Mr. Barnhart: <br /> <br /> I am writing on behalf of the Social Services Board to communicate the support <br />and concern this Board has for the position reallocation request recently submitted by the <br />Department of Social Services. The request to reallocate 15 positions at the Department <br />to different classifications is essential to the implementation of a reorganization plan that is <br />very significant to the County. <br /> <br /> We have concern that the approval of the position reallocation request has been <br />delayed. Your efforts in relation to this request are appreciated and it is not our intention <br />to suggest that you take any action other than you have to this point. We do understand <br />and support your decision to request the new County Manager resolve this matter. You <br />have our thanks for your indication that you will ask the new County Manager to afford <br />this item a high priority. However, we also believe it is appropriate that we let you know <br />of the importance and urgency we feel this matter has. <br /> <br /> The reorganization plan developed at the Department through intensive work in <br />recent months carries forward the efficiency and policy improvement efforts which have <br />been so successful there. It is highly consistent with the interests, plans, and directives of <br />the Board of Commissioners to improve and model for other communities public welfare <br />policies and measures which save public costs. <br /> <br />The reorganization plan serves several purposes. Most significantly, it: <br /> <br /> 1) Is designed to protect the County financially in the implementation of proposed <br />federal block grants by creating greater flexibility in accessing such federal and State funds <br />as will be available to reduce County costs for programs the County will be required by <br />statute or regulation to provide. <br /> 2) Provides staffto meet minimum caseload standards in adult and child protective <br />services, to operate the County's workfare demonstration project, to administer the new <br />State-mandated adult care home case management program, to expand the profit-making <br />CAP Program for older and disabled adults, to afford basic support for agency automation <br /> <br /> Department of Social Services <br />P.O.
