systems, and to permit a much larger number of staff members to devote efforts to the <br />Child Support Program by making more efficient use of existing staff rather than by asking <br />the County to meet these needs by creating more positions at a far greater cost. <br /> 3) Improves service delivery and efficiency by reducing the number of staff <br />members who will interact with individual clients and the redundant gathering of <br />information. <br /> 4) Reduces County costs by increasing net annual revenues by an amount now <br />estimated at $140,000 while increasing costs by only an estimated $31,000 annually due to <br />the promotion of some staff members to higher job classifications. <br /> <br /> We understand that budget and personnel issues relating to the Department's <br />position reallocation request have been resolved, and that the primary remaining issues <br />seem to have to do with the concerns of one of the area managers regarding: a) the <br />number of opportunities for promotion of existing staff which the request involves, and b) <br />the scale of the proposed changes being of such magnitude that in might be most <br />appropriate for the Board of Commissioners to authorize the reallocations. <br /> <br /> The Social Services Board would of course support the presentation of a report <br />and/or of a request to the Board of Commissioners should you or the incoming County <br />Manager feel this would be appropriate. <br /> <br /> As to the opportunities for promotions this plan would afford to members of.the <br />staff, it is necessary to ask our staff to carry higher levels of responsibility in order to <br />accomplish the outcomes listed in items one through four above. The Department's plan <br />does involve moving some clerks and income maintenance caseworkers into higher level <br />automation support and social worker positions.
