Cook, Director
Cabarms County Department of Social Services
P. O. Box 668
Concord, N.C. 28025

Dear Jim:

Subject: Plans to Restructure Your Agency

Thanks for giving me and my staffth¢ opporttmity to review your plans for restructuring your
agency. We were impressed ~4th the solid planning and clear thinking that went in to the developmem of
your plan.

Ycx~ are certainly on target w/th the direction and planning at l~th the state and federal level. The
threc d/visions you identify, Serv/ccs for Aged and Disabled Adults, Services for Abused and Ncglcetcxt
Children, and Fanplosment and Farmly Assistance Services, cover the most important ~.metions of the local
agency and are structured in a way to support the mission of economic self-sufficiency and personal
responsibility as well as protection for our most vulnerable pop, larions.

We liked your concept of case managers supported by "invisible expert~" in specific program
areas. This me(lei of service delivery is consistent with the model tested in the Social S~wic~s Plan Pilot
and the model developed during the planning process for NCCAN.

Your planned reallocation of positions is important and shif~ needed resources into the critical
area of protection for both ch//&en and elderly and disabled adults. You also begin to ad&ess the
importance of prevention and recognize the necessity, of increased child day care resources to support
families moving ~om welfare to work. Finally, your mo54ng three positions into automatton support
emphasizes the recognition we all ha~ of the criticality of automation m any welfare reform effort.

The Depm~ui~ent of Human Resources and the Division of Social Services are very interested in
supporting counties m developing and testing new orga~i~,qtional structures and believe we can learn much
from this kind of local ef~brt.

We look forward to being involved as you move to implement your proposed structure.

Sincerely,

KMF/br

Kevin M. FitzGerald
